Check your state and local laws. I don't think it is EVER legal (and it is certainly not smart) to cut between to MOVING cars, but some places ahve laws which allow it at a stoplight or in traffic. Personally I wouldn't do it to pass a car who is going the same way I am (ie straight through a light), but I often do it to the right when stopped at a light where no one is signalling a right turn, but that's where I want to go.
